RE: VPV - Re-Cap of the April 10, 2008 “Meet and Greet” Homeowners Meeting


We offer the following re-cap of the initial presentation provided to the VPV HOA on April 10, 2008:


Design Build Associates, Inc. work as construction managers and consultants to a number of homeowners associations, and as construction experts on construction defect cases.  DBA has been involved in the construction industry since the 1970’s.  We have specialized in serving the needs of homeowners associations since the mid 1980’s, assisting thousands of homeowners since that time.

Because of DBA’s construction background we are able to assist in establishing the correct scope of work to achieve our client’s ultimate goals by identifying the priorities of necessary repair work and are able to get the project completed in a timely manner; at a reasonable cost.

As the construction manager (as opposed to a general contractor) there is no conflict of interest between DBA and the HOA.  Our interest is in what is best for the Association considering time, quality and cost objectives.

The examples of actual projects presented to the Association represent both current and past projects ranging from 4 units at a cost of $350,000 for the necessary repair work, to 254 units at a cost of $16,000,000 for the necessary repair work.  These projects do not reflect a direct cost comparison to VPV since the necessary repairs differ.

The Pre-Construction services to VPV include the following:

Assist the Board with the complexity of the needed repairs.

Define the nature of the scope of work.

Review the CC & R’s.

Identify and recommend consultants (if necessary) and properly insured contractors.

   Develop a “Repair and Restoration Policy” which details what the repair work consists of, and who is responsible for what (i.e.; Association’s, Contractor’s, Homeowner’s and DBA’s responsibilities).

   Review and aid in the completion of all drawings and documents for the bidding process.

The Construction services to the Association include the following:

Qualify and coordinate contractors (both general and specialized).

Review the bidding process with qualified contractors.

Present to the Board a complete “Bid Analysis”.

Negotiate contract documents.

   Analyze the feasibility of materials, methods and other construction factors relating to costs.

Coordinate the construction process from inception to completion, including all drawings and submittal approvals.

Maintain detailed cost accounting records.

Verify and collect certificates of insurance for each contractor and certificates listing the HOA as additionally insured.

Verify that all lien releases are correctly executed and on the proper forms.

Provide interpretations and resolutions to issues that arise.

Ensure that any requests for change orders are properly detailed and cost effective.

Ensure that construction repairs are per plans and specifications through final punch list.

Verify the receipt of all guarantees, affidavits, releases and manuals.

Current Status of the VPV – Exterior Renovation Project:

Bids are in for general contractors and are being analyzed.

Asbestos testing proposal has been sent to the Board for approval.

Architect has been retained.

What comes next:

Preliminary conceptual sketches from architect Recommend general contractor to Board and negotiate contract.

Determine whether additional destructive testing is necessary.

Conduct asbestos testing.

Develop budget outline.

   Plan next meeting with HOA to discuss the project status.
