MINUTES



CALL TO ORDER

The meeting was called to order at 7:30 p.m. by Carma Hardin, President.

OPEN FORUM

The homeowners in attendance were given the opportunity to address the Board. Issues raised:


Three units still have holiday decorations up.

A neighbor with a motorcycle is making excessive noise after 10:00 p.m.

Questions were raised regarding the Exterior Renovation Project, financing options and the survey and letters that have been sent out by individual homeowners.



EXTERIOR RENOVATION PROJECT

Carma Hardin reported that the Board met earlier in the evening with the Construction Consulting firm that has been chosen to lead the project.  A communication will be sent out  with billing statement introducing the Construction Consultants, and there will be a “Meet & Great” scheduled to give the homeowners the opportunity to meet them.




PREVIOUS MINUTES

MOTION (JG,MT) to approve the minutes of the February 14, 2008 board meeting, as submitted.  The motion carried.  


FINANCIAL REPORT

As of February 29, 2008, there was $26,956 in operating assets and $756,340 in reserve funds.  Operating expenses under budget $6,965 for first two months of year.


Reserve Investments.  MOTION (CH,MT) to re-invest the $25,000 FNMA that came due March 3, 2008 for six months.  The motion carried. 


Delinquencies.  The Board reviewed the status of delinquencies, noting that two seriously delinquent homeowners have been foreclosed on by their mortgage holders.


MAINTENANCE REPORT

Phil Greer provided the Board with a status report with regard to maintenance requests and repairs.   He presented pictures of water damage and dry rot to desks and beams where the flashing was either missing or improperly installed.


Year end audit.  The Board reviewed Creighton Tevlin’s Notes to the Year-end Financial Statements and asked Horizon Management to have Mr. Tevlin make two changes to Note #9.


Pool Service.  The Board reviewed the proposal for monthly pool service submitted by Nick Curson Pool Service, and asked Horizon Management to approach Rancho Pool Service and offer them an opportunity to submit and counter proposal.  


Pool Heater Replacement.  The Board reviewed the proposals submitted by Nick Curson Pool Service, and asked Horizon Management to approach Rancho Pool Service and offer them the opportunity to refresh the bids they submitted last November.


Landscaping. The Board reviewed GS Brothers’ proposal for removing a tree from within the patio of one of the units in foreclosure.  Decision was tabled based on the fact that this tree will need to be removed when the Exterior Renovation Project commences.


Correspondence.  The Board reviewed a letter from a homeowner and asked Horizon management to respond accordingly.


The Board received a lengthy letter from another homeowner and will formulate a response after having had adequate time to review it.


NEW BUSINESS

HOA Communications.  A Website Committee meeting will be held to discuss further enhancements to the Website.  The monthly maintenance reports should be posted to the website.  

Signage.  Alternative methods for announcing meetings and events will be explored.  Phil Greer is working on installing a small message board for posting the monthly meeting agendas.



NEXT MEETING AND ADJOURNMENT

There being no further business before the Board, the meeting was adjourned at 8:50 p.m.  The next meeting will be held on Thursday, April 10, 2008 at Resurrection Lutheran Church, immediately following the Meet & Greet with Design Build Associates.
