BOARD OF DIRECTORS MEETING

MINUTES



CALL TO ORDER

The meeting was called to order at 7:35 p.m. by Carma Hardin, President.

SPECIAL ORDER

Josua Pieters and Sonia Sims, Time Warner, attended the meeting to address homeowner concerns with regard to the installation required prior to the start of the bulk cable agreement on January 1, 2008.  As of this date, 91 of 180 homes are in service, and 30 homes have been scheduled for installation, leaving 59 homes that have not yet contacted Time Warner.  


OPEN FORUM

The homeowners in attendance were given the opportunity to address the Board.  Issues raised:

Trash is not being picked up consistently. This Tuesday, at least one bin was overflowing.  Horizon Management will contact Consolidated Disposal.

When will trees be trimmed?  Trees are scheduled to be trimmed in January.


PREVIOUS MINUTES

MOTION (JG,SF) to approve the minutes of the November 8, 2007 board meeting, as submitted.  The motion carried.  




FINANCIAL REPORT

As of November 30, 2007, there was $33,820 in operating assets and $749,547 in reserve funds.  The Board reviewed the status of delinquent accounts. 


Reserve Investments. It was noted that there are three Certificates of Deposit ($190,000) coming due in December, and over $100,000 in the money market account.  MOTION (MB,JG) to take $50,000 from the money market account, along with the $190,000 coming due in December, and invest $240,000 in three $80,000 Certificates of Deposit, each for six months. The motion carried.



MAINTENANCE REPORT

Phil Greer provided the Board with a status report with regard to maintenance requests and repairs.  The last three rain storms have produced twenty leaks.  


Rain Gutter Repair.  The Board reviewed a proposal from Rick’s Rain Gutters for $269 for repairs to the rain gutter at 435 Camino de last Colinas. It was noted that the same repair is necessary at 421 Camino de las Colinas. MOTION (SF,JG) to approve rain gutter repairs at 421 Camino de las Colinas and 435 Camino de las Colinas for an approximate cost of $600.  The motion carried.


North Pool Heater.  The Board reviewed a proposal submitted by Rancho Pool Service for either rebuilding or replacing the pool heater at the North pool.  Decision was tabled pending further investigation.  In the meantime, the South pool will remain heater for the winter.


MANAGEMENT REPORT

Incoming Correspondence.   The Board reviewed a letter from a homeowner regarding his concerns that vehicles parked in front of garages may impede emergency vehicles from accessing the units in the event of a fire. The Board shares the homeowner’s concerns and will address the responsible parties when their identities are known.  The Board asked that Horizon Management respond appropriately. 


The Board received a letter from a homeowner requesting that an overgrown Podocarpus tree be removed.  The Board agreed that this tree is impacting the building due to its size and location, and asked that Horizon Management contact GS Brothers to see if they would remove it rather than trim it.


NEW BUSINESS

The Board discussed the poor visibility at the south driveway as a result of oversized vehicles parked at the curb.  The City of Torrance had previously advised the Board that they were not inclined to extend the length of the red curb at this driveway because there was no history of traffic accidents.  This issue will be re-visited at the January meeting.


NEXT MEETING AND ADJOURNMENT

There being no further business before the Board, the meeting was adjourned to Executive Session to discuss distribution of the Holiday Fund at 9:00 p.m.  The next meeting will be held at 7:30 p.m. on Thursday, January 10, 2008 at Resurrection Lutheran Church.  The Board will also meet in Executive Session with the Exterior Renovation Committee to discuss third party contracts at 7:00 p.m. on January 3, 2008.
