BOARD OF DIRECTORS MEETING

JULY 12, 2007

 

MINUTES

 

 

CALL TO ORDER

The meeting was called to order at 7:35 p.m. by Carma Hardin, President.

Homeowners:  Jean Adelsman, Maribeth Borowski, Len and Lola Chevlin, Sharon Gantz, Carol Griest, Eunice Hargrove, Laura Kiessling, Dean Reuter, Frankie Victor.

 

EXTERIOR RENOVATION PROJECT

Dean Reuter provided the homeowners in attendance with a status report on the Exterior Renovation Project.  There is an expectation that there will be a special meeting in September, providing the homeowners with the opportunity to view the work product completed thus far.   

 

MOTION (MB,MT) to approve HH Fremer’s estimated cost of $1,200 to get the CAD printed out for Phil’s review.   The motion carried. 

 

The ERC has recommended that the relationship with Brussel Consulting and Construction Management be terminated.  The Board asked Dean Reuter to provide the committee’s reasons for terminating this relationship in writing, at which point the Board will communicate this decision to BCCM.

 

OPEN FORUM

The homeowners in attendance were given the opportunity to address the Board.  Issues raised:

 

PREVIOUS MINUTES

MOTION (JG,MB) to approve the minutes of the June 14, 2007 board meeting, as amended. The motion carried. 

 

FINANCIAL REPORT

As of June 30, 2007, there was $18,774 in operating assets and $664,801 in reserve funds. 

 

Mark Bayma noted that the $100,000 Capital One CD held at UBS should sweep over to Merrill Lynch when it matures on July 16, 2007.  MOTION (MB,CH)  to  invest that money in two $50,000 CD’s; one for six months and one for nine months.  The motion carried. 

 

In preparing the operating budget for 2008, the following factors will need to be taken in to consideration:  plumbing expenses are running over budget, change from master antenna system to bulk cable, change in trash contractors.

 

MAINTENANCE REPORT

Phil Greer provided the Board with a status report with regard to maintenance requests and repairs. 

 

MANAGEMENT REPORT

Reserve Study Update.   The Board asked Horizon Management to schedule a phone conference with Les Weinberg, RSI, for Monday, July 23, 2007 at 7:00 p.m. 

 

Tree Trimming.   Several homeowners in Phase IV has requested that the Podocarpus trees along the driveway be trimmed for view.  These trees are not scheduled to be trimmed until January.  Horizon Management will advise these homeowners that if they are willing to pay for trimming these trees out of cycle, a bid will be obtained from GS Brothers.  GS Brothers will be asked to have the maintenance crew attend to the Pear trees that have blight.

 

Parking/Towing.  There was a discussion regarding parking and towing, and the need for new signage and enforcement efforts.  Horizon Management was asked to send a letter to an owner who repeatedly parks in guest parking. 

 

Website.  It was agreed that Joe Grasso will be the board liaison to the website host. 

 

Correspondence.  The Board reviewed various items of homeowner correspondence and asked that Horizon Management respond accordingly.

 

Welcome Committee.  The Board will review and modify the current welcome letter provided to new owners in escrow.

 

NEW BUSINESS

Rules Revisions.  MOTION (MB,CH) to re-format the Rules & Regulations to make them easier to reference, and to extend the pool hours to 11:00 p.m.  Horizon Management will provide the Board with a draft for review prior to the August meeting.

 

NEXT MEETING AND ADJOURNMENT

There being no further business before the Board, the meeting was adjourned at 10:10 p.m..  The next meeting will be held at 7:30 p.m. on Thursday, August 9, 2007 at Resurrection Lutheran Church.
