BOARD OF DIRECTORS MEETING

JANUARY 11, 2007

 

MINUTES

 

 

CALL TO ORDER

The meeting was called to order at 7:35 p.m. by Michael Talbot, Vice President.

EXECUTIVE SESSION

The Board met with the Exterior Renovation Committee in Executive Session prior to the regular meeting to review the status of the project.

 

OPEN FORUM

A homeowner expressed concern over the recent dues increase and the amount of money that has been spent from reserves for the exterior renovation project.  Carma Hardin, Chair of the Exterior Renovation Committee, advised that the Committee’s next communication to the homeowners would address those concerns.

 

PREVIOUS MINUTES

MOTION (KH,MB) to approve the minutes of the December 14, 2006 board meeting, as submitted.  The motion carried.  

 

FINANCIAL REPORT

As of December 31, 2006 there was $30,332 in the operating account and $599,911 in the reserve account.  

 

 

 

 

Reserve Investment Services.  Mark Bayma reported that the had spoken with UBS and Merrill Lynch regarding their fees, and recommended that the reserve account be moved to Merrill Lynch.  After discussion, it was agreed that our UBS representative would be invited to the February meeting.

 

MAINTENANCE REPORT

Phil Greer provided the Board with a status report with regard to maintenance requests and repairs.  Phil was asked to prepare a list of maintenance items that need to be addressed independent of the exterior renovation project.

 

MANAGEMENT REPORT

GS Brothers Contract Increase.  The Board received a letter from GS Brothers requesting a 4.5% n increase in their monthly fee.  After discussion, the Board asked Horizon Management to advise GS Brothers that they cannot grant their request, and to invite GS Brothers to attend the February meeting to discuss concerns regarding their service levels.

 

Refuse Contract.  It was noted that Waste Management’s fee increased 7% in November 2006.  Horizon Management was asked to obtain competitive bids, and to inquire about recycling options.

 

Landscape Maintenance Proposals.   The Board reviewed three competitive bids for landscape maintenance services.  The Board asked Horizon Management to invite representatives from Mulligan Landscape Services to attend the February meeting.

 

Hillside Overlay.  Mike Bahe attended the meeting to ask the Board to send a letter to the Torrance City Council and Planning Commission to incorporate landscape issues, specifically trees that affect views, in their Hillside Overlay ordinance. Mike volunteered to pen the letter for board approval.

 

Property Walk Schedule.  The Board scheduled a property walk for Wednesday, January 31, 2007 at 8:00 a.m.

 

Board Meeting Dates.  The Board reviewed and approved the meeting calendar for 2007.

 

Parking Hearing.  A homeowner was invited to a hearing to discuss parking violations.  The homeowner did not attend the meeting.  Phil Greer advised the Board that the homeowner has been in compliance recently.  The Board asked Horizon Management to send the homeowner a letter thanking her for her compliance and warning her that future violations may result in automatic fines.

 

 

 

 

Board Candidates.  The Board reviewed the two candidate submissions received, and discussed the fact that homeowners may not have responded because the candidate solicitation was sent out during the holidays. It was agreed that the deadline for candidate submission would be extended to February 1, 2007, and another solicitation will be mailed out.

 

NEXT MEETING AND ADJOURNMENT

There being no further business before the Board, the meeting was adjourned at 9:30 p.m.  The next meeting will be held at 7:30 p.m. on Thursday, February 8, 2007 at Resurrection Lutheran Church.
